A Survey of Unbundled Network Element Prices in the United States

In the spring of 2001, Billy Jack Gregg, director of the Consumer Advocate Division at the Public Service Commission of West Virginia conducted a survey of Unbundled Network Elements (UNEs) prices in all 50 states and the District of Columbia. Data contained in the survey came from state commissions, the Federal Communications Commission, and telephone company web sites, supplemented with phone and e-mail contacts with state commission and phone company personnel. The research continued through 2006. The UNE prices presented in the survey are listed for the incumbent Regional Bell Operating Company (RBOC) in each state, except where noted. The 2006 survey was updated to incorporate changes in UNE rates and end-user charges as of March 2006. Because of the end of the unbundled network element platform (UNE-P) and the slowdown in state UNE activity, it may be the last survey update for the foreseeable future.
