Public policy regarding infrastructure industries is ultimately judged in terms of the performance of firms in those markets. Are customers satisfied with the quality of service (including reliability)? Do prices reflect the costs of providing services? Are new products that are valued by consumers being introduced? These and other dimensions of performance are monitored and evaluated formally by government institutions (legislatures and regulators) and informally by citizens. The conference explored whether performance in Florida reflects well on decision-makers, and whether new initiatives may bring improvements.
