Regulatory Foundations Training Program for the Bermuda Department of Energy

Regulatory systems and electricity market reform, market design, financial analysis, pricing and cost of service were the main topics of a three-day course specifically designed by PURC for the Department of Energy in Bermuda. The 13 participants, including commissioners and staff from the newly-established Energy Commission, as well as from the Ministry of Energy, Telecommunications, & E-Commerce, examined cases in evaluating market structure and regulatory priorities, determining the financial condition of an electric utility, separating regulatory from non-regulatory costs, restructuring an electricity market, rate of return and incentive regulation, allocating costs, designing prices, and benchmarking to encourage efficiency.
The course was delivered by PURC Director of Energy Studies Ted Kury and PURC Senior Fellow Raj Barua.
