Pricing and Analysis: An Advanced Course in Utilities Management and Regulation

Utility professionals examined appropriate techniques for benchmarking utilities, and establishing an asset base for regulating prices during this week-long advanced course. They also studied providing incentives for efficiency, evaluating market competition, and regulating prices, as well as how to formulate and evaluate price cap and revenue cap regulation, remedy market power, and implement policies appropriate for a converging telecommunications industry. The course used simulation models, case studies, and presentations by practitioners.
In attendance were 34 utility professionals from 11 nations in the Caribbean, Latin American, Sub-Saharan, and Pacific Rim regions.
The advanced course was designed for regulators and industry professionals with at least three years of experience in utility regulation, and was co-sponsored by Organisation of Caribbean Utility Regulators (OOCUR) and PURC.
