PURC Intermediate to Advanced Course in Telecommunications and Electricity Generation for OOCUR

Utility professionals studied price cap regulation, benchmarking rate design, interconnection, and dispute resolution. The course also focused on the economics of price cap mechanisms, using benchmarking techniques in setting efficiency targets, assessing the competitiveness of markets, economic analysis of interconnection pricing, and resolving interconnection disputes.
In attendance were 16 utility professionals from the Caribbean. Speakers for the course included current and former regulators from Idaho, Ohio, Oregon and the Caribbean.
The Organisation of Caribbean Utility Regulators (OOCUR), the National Association of Regulatory Utility Commissioners (NARUC), the United States Agency for International Development, (USAID), and the Eastern Caribbean Telecom Authority sponsored the course.
