PURC Benchmarking Workshops in Lima
PURC Director of Water Studies Dr. Sandy Berg delivered a presentation about benchmarking water utilities, drawing from his International Water Association book on the topic. He also met with 40 staff from SUNASS, the water/wastewater regulatory commission. Señor José Salazar Barrantes, Presidente del Directorio of SUNASS, delivered an overview of the evolution of the agency, focusing on performance indicators. Ana Vergara (June 1998 PURC/WB alumna) translated his presentation into Spanish.
In addition, Osinergmin Executive Director, Edwin Quintanilla (January 1997 PURC/WB alumnus), organized a workshop on benchmarking electricity distribution companies. Dr. Berg met with 20 professionals to discuss the strengths and limitations of different methodologies used for making yardstick comparisons.
PURC has worked closely with universities and regulatory commissions in Peru for more than a decade, providing onsite training for water regulators (1999), and collaborating with Pontificia Universidad Católica del Perú (PUCP) to develop the Body of Knowledge for Infrastructure Regulation. PURC Director of Water Studies Dr. Sandy Berg was invited to speak at several May events in Lima. While there, he met with both regulators and academics to discuss areas of mutual interest.
Between 1997 and 2000, more than 20 infrastructure professionals from Peru attended the PURC/World Bank International Training Program (when agencies were being established in Peru); in addition, 15 others have visited the University of Florida in the last decade for training. Thus, PURC alumni are active in developing and implementing infrastructure policy in Peru. In addition to his public presentations in Lima, Berg was able to meet with a number of these PURC alumni about ways in which developing countries can promote investments in renewable energy (at OSINERGMIN - regulator for energy and mining), and how benchmarking can improve the performance of water systems (at SUNASS - water regulator).
