Tax Policy

Taxes affect every individual and every business enterprise every day, so the impact and importance of tax policy cannot be overstated. As the federal government prepares to devolve considerable responsibility onto state governments, which in turn may well devolve responsibility onto local governments, critical questions arise. For instance, how will local jurisdictions in Florida employ tax policies to compete for desired residents and business enterprises? Should Florida alter its state constitution to change the tax instruments (e.g., tax rates or tax bases) available to local governments? Should expanded revenue sharing accompany expanded devolution of responsibilities in Florida and elsewhere? These questions and others await careful study.
